Richmond Baker Chair of the University City Partners(UCP) Planning and Development committee
As the Chair of the UPC Planning and development committee, Richmond has been advocating for higher quality construction and ammenities in City council District 4 helping to land projects like:
Waterfront retail, café, homes and offices coming to University City
On Richmond’s Planning and development committee, he and his team have been working with CMPD on the location and the design of the new University Police Division HQ.
This station will be located in the UNC-Charlotte area directly adjacent to the light rail, in the old DMV location. The station will be a two-story, 16,000 s.f. facility designed to support state of the art police operations. Site amenities include a secure parking lot with 132 parking spaces and several pockets of urban pedestrian space along the two streets the station fronts.

As a founder of the Mallard Creek Initiative (MCI) group, Richmond Baker has joined the University City Partners Planning and Development Committee. MCI is bringing a local community perspective to the Planning & Development Committee's initiatives.

Summer School: Richmond organizes the PTAs of all of Mallard Creek High School "Feeder Schools" for a summer planning session
Bringing together the PTAs and administration teams during summer break from seven Mallard Creek High School feeder schools is no easy task. The elementary schools that feed into Mallard Creek High School are Highland Creek ES, Mallard Creek ES, Park Side ES, Croft Community School ES, David Cox ES, Ridge Road MS, and Mallard Creek HS. It proved to be very challenging, but it was well worth the effort.

Richmond Baker establishes the Mallard Creek Initiative (MCI)
This initiative helps the Mallard Creek area residents to collectively keep their eye on top issues, Richmond, and several other community members, established a community action group called the Mallard Creek Initiative (MCI). Sub-groups focus on Schools, Safety, Recreation, Housing values, Roads, and Rezoning happening in the Mallard Creek Area.
